In sede di approvazioni del bilancio consuntivo del 2008, Rifondazine Comunista propose e il consiglio comunale (all'unanimità) approvò, impegnando dunque la giunta a partire dal 2008, ad avviare un piano di efficienza energetica degli edifici comunali con l'obbiettivo di minimizzare i costi delle utenze elettriche e di riscaldamento, di ridurre le emissioni di CO 2 e quindi l'inquinamento ambientale. Il primo passo di questo piano sarebbe stato l'affidamento ad una ESCo
(Energy Service Company) dell'incarico di redigere una diagnosi energetica dei principali edifici comunali (municipio, rocca, scuola dell'infanzia, ecc.) e un piano di ristrutturazione energetica.
